In some cases, why are not all the pictures imported from Amazon?

Often times a product has lots of pictures on Amazon and after importing you are left with less on your site. What appears to be a bug at first is not actually one. With the Amazon plugins only the pictures that Amazon has a license to use will be imported.

That means that often times pictures are found in Products that are not allowed to be used commercially. Amazon also does not offer these pictures via API and you should not be importing them manually, as you could be facing charges in case you do.

You are on the safe side as long as you stick to using the pictures that Amazon provides.
